SURVEILLANCE REPORT ON MEETING BETWEEN POI ‘GRIGORI’ AND GENERAL STRASHIN

¶1. (C) SUMMARY: Post is a surveillance report from field operative on meeting between person-of-interest (codenamed GRIGORI) and General Arkady Strashin. END SUMMARY.

THE MEETING
———–

¶2. (C) Recently retained photos from NSA operative REDACTED REDACTED show a meet-up between ‘Grigori’ (codename for unidentified POI) and General Arkady Strashin (ref CAB041). Grigori remains unidentified by this office but several CIA departments are gathering and analyzing intel on him. The purpose of the meeting and what was discussed is unconfirmed at this time but the NSA is in the process of analyzing all intel that was gathered at the scene. In the meantime, known details logged by the agent follow below.

(NOTE: Due to high winds, arrival/departure of planes, and general low speaking – very little audio was obtained by operative. Any intelligible discussion was documented. END NOTE.)

¶3. (C) The meeting took place on October 9th on the runway of the Tarnogsky Gorodok Airport. Now defunct, the airport appears to serve primarily to private plane owners (though it is not officially licensed to do so). Between approximately 11:30 and 13:00, the following events were recorded by the agent:

11:32 – POI ‘Grigori’ arrives at airport with bodyguard (also unidentified) in black SUV.

11:37 – Girgori given access to runway by Airport Security Manager (later identified as Andrei Karataev).

11:38 to 11:54 – Bodyguard inspects perimeter in and around runway; deems safe, re-enters SUV, nods to Grigori, closes door.

12:02 – General Arkady Strashin arrives in black LADA (Russian car) with soldier/bodyguard (later identified as Private Lev Kalugin).

12:03 – Grigori and Strashin leave bodyguards, engage in discussion.

12:19 – Strashin is excited, angry, makes statement (rough translation) “They are going to ruin me! And they expect me to lie down and take it?”

12:32 – Conversation interrupted as Grigori receives a phone call (Tap Attempted – Failed; possible encryption software present).

12:33 – On phone, Grigori makes mention of (rough translation) ‘Dead Hand bases’.

12:36 – Grigori finishes call, returns to Strashin.

12:46 – Grigori says what sounds like the name “Yaroslav Demidov” (Unconfirmed).

12:54 – Grigori and Strashin appear to be in agreement about something, shake hands.

13:02 – Strashin and soldier exit runway, leave airport.

13:07 – Grigori and bodyguard exit runway, leave airport.

¶4. (C) Two days after the meeting, NSA operative REDACTED reported a possible tail. He was unable to confirm the subject’s identity before losing track but (as per protocol) sent an official advisement request. Whether the operative should be pulled or continue recon is TBD.

COMMENT

¶5. (C) This office strongly recommends that NSA operative REDACTED REDACTED continue all operations. No evidence exists to suggest that he’s been burned and the gathering of future intel will be compromised by ramping up a new agent. The importance of the operation heavily outweighs the risk. END COMMENT.
