SURVEILLANCE REPORT ON JAMES ARGER

¶1. (C) SUMMARY: Post is a surveillance report on recent activity of journalist James Arger. END SUMMARY.

¶2. (C) On December 17th, field agents assigned to the James Arger case observed the following events between 0900L and 1000L. Agents believe Arger was meeting source.

¶i. (C) 0906L – [Agents establish contact] Arger leaves apartment, wearing Redskins cap and black jacket.

¶ii. (C) 0908L – Arger hails cab, going N on 18th St.

¶iii. (C) 0912L – Cab turns on Connecticut Ave, continues NW.

¶iv. (C) 0927L – Cab stops at Dupont Circle, Arger pays, exits cab.

¶v. (C) 0929L – Arger answers cell. Enters book store. [NOTE: Agents contact HQ, believe Arger attempting to meet source. HR changes priority: Identify source. END NOTE.]

¶vi. (C) 0931L – Arger takes escalator to 3rd floor. Large crowd present for book signing by pundit William Grace (author of ’5 Steps for Fiscal Responsibility in End Times’).

¶vii. (C) 0932L – Arger moves deeper into crowd. [Agents lose contact]

¶viii. (C) 0934L – Arger exits crowd. [Agents reestablish contact]

¶ix. (C) 0935L – Arger takes elevator to 2nd floor.

¶x. (C) 0935L – Arger enters restroom.

¶xi. (C) 0936L – Agent contacts Lead: Subject is not Arger. Same cap and jacket. [Contact lost, unable to reestablish]
