PROFILE OF WARLORD DEDE MACABA

¶1. (C) Summary: Post profiles suspected warlord Dede Macaba, gives risk assessment, and suggests follow-up. End summary.

BIO

¶2. (SBU) Macaba was born in Luena, a city in the Moxico Province of Angola. He spent his childhood on the front lines of the Angolan Civil War, watching most of his friends and family get tortured, raped, and murdered by the MPLA and UNITA. Add the age of 13, he was taken by the UNITA and forced to become a child soldier.

¶3. (S) According to statements from an ex-UNITA member, after his initial abduction Macaba was ordered by kill a young child. When he was unable to, several adult soldiers told him “If you don’t want to be a man, we will make you a woman” before taking him to a tent. (COMMENT: Statement remains unverified. END COMMENT.)

¶4. (C) Macaba made a name for himself within the UNITA by becoming instrumental in business deals between major diamond mining companies and black market weapons dealers. Based on intel from INTERPOL, Macaba used the stolen diamonds to buy weapons from Russian dealers – most of whom were involved in the conflict from the time of the Cold War. When the war ended in 2002, under pressure from the UN the MPLA targetedseveral surviving warlords from the UNITA. As a result, Macaba fled across the border to Zambia.

¶5. (C) Once in Zambia, Macaba utilized his black market Russian contacts to continue buying and selling illegal weapons, this time dealing directly to various militias and criminal organizations throughout Africa.

¶6. (C) Macaba set up a base of operations inside a refugee camp on the Zambia-Angola border. In order to increase his influece in the region, he began hijacking food shipments and using them to reward his followers. Most recently, CIA intel suggests that Macaba has expanded his operations to include trading in explosive ordinances.

¶7. (C) According to the US Terrorist Risk Assessment Scale (Ref. 28776), Dede Macaba ranks a 7.5 (10 is highest, 1 is lowest). Because of his ties to a worldwide weapons ring (Source #A6752), there’s a high chance that Macaba will supply anti-American groups in the region — if he has not already.

¶8. (C) This office strongly recommends gathering intel on Macaba’s contacts – the names of his suppliers and major customers. Of additional importance is the securing of any weapons Macaba has in his possession.

¶9. (C) Due to political sensitivities, it is of the utmost importance that any and all activities in the region remain completely black. Post will be updated as additional intel becomes available. END COMMENT.
