1. (TS) SUMMARY: Intelligence assets observed a second meeting between SOKHOLOV, YURI S. and POI GORINSKY at a private residence at 32 Toporkova Ul. Petropavlovsk-Kamchatka, Russia. Meeting documented 30 May 2012 per CIA information.

Recommend IMMEDIATE ACTION to apprehend subject SOKHOLOV, POI GORINSKY and POI DOBRYCHEV. If neither FSB nor Defense Ministry will take action, recommend authorizing local intelligence assets to neutralize SOKHOLOV soonest. UPDATE TO FOLLOW.

2. (TS) During ongoing surveillance of SOKHOLOV, YURI S. as part of OPERATION COBALT, the on-duty surveillance team observed the arrival of POI GORINSKY at the Petropavlovsk residence of SOKHOLOV at 2000hr ANAST, 30 May 2012. GORINSKY was met outside the main entrance by SOKHOLOV and escorted inside.

3. (TS) Subject SOKHOLOV and POI GORINSKY proceeded to the residence’s second-floor office to conduct their meeting. The surveillance team was successful in capturing the majority of the meeting via audio pickup (Ref. Transcript 73-473/2298/TS/RF; attached). The pertinent details of the conversation are summarized as follows:

i. SOKHOLOV notified GORINSKY that he has arranged for a train to transport “the Bull” from Rybachi. SOKHOLOV assured GORINSKY that his “associates” in Moscow have provided him with the proper security credentials and transport permits.
ii. GORINSKY and his team will be responsible for loading “the Bull” onto the train, and ensuring that it is properly stowed for transit. SOKHOLOV stressed that GORINSKY should follow all established procedures and document the transfer as if it were a routine operation.
iii. SOKHOLOV informed GORINSKY that “the Bull” would be offloaded somewhere between Petropavlovsk and Moscow. Within 24 hours after completion of the transfer, the final payments would be wired to the agreed-upon accounts.

3. (TS) The meeting concluded at 2030hr ANAST. POI GORINSKY left the residence and returned to the Rybachi submarine base.

4. (TS) This meeting makes it clear that SOKHOLOV intends to steal a large device from the Rybachi submarine base, using the exact methods and procedures prescribed by the Russian Navy for the transportation of ballistic missile systems. The date and time for the theft were not specified during the meeting, but the clear implication is that it will occur within the next few days. It is imperative that the FSB and the Defense Ministry be made aware of the seriousness of this threat, and appropriate action taken at once.
