INTEL ON RUSSIAN MILITARY BASE CONSTRUCTION PROJECT

¶1. (U) SUMMARY: Report of GOR military base construction project, just outside of Nazran. END SUMMARY.

¶2. (SBU) Until seven months ago, a low-level Russian military base had been operating just north of Nazra, a city in the Republic of Ingushetia in Russia. According to public statements by BCPF officials, the base had been used mainly as a storage facility for equipment and vehicles. On January 3rd, a group of Chechen rebels drove a three jeeps armed with explosives through into the base before detonating them. Thirteen Russian soldiers were killed, nineteen wounded, and the base suffered severe structural damage. Following the incident, the base as closed down while the BCPF decided how to proceed. This was only one of nine attacks on Russian military bases in the past year by Chechen rebels. In all other similar incidents with irrepairable structural damage, military operations were relocated to new facilities, the buildings abandoned.

¶3. (C) Starting three months ago, a large construction crew arrived at the base to begin rebuilding. According to field operatives in the area, the new structure appears to be more than triple the size of the old one. In addition, several new features are being added, including many which are typical to storing nuclear warheads. Due to extensive security in the area, additional intel is currently unavailable.
